This Service Agreement is established between American Visa Solutions, hereafter referred to as the Consultant, and the Client, for the professional purpose of U.S. visa interview preparation and strategic coaching. By engaging the services of the Consultant or utilizing this website, the Client acknowledges that Stephen Liu operates as a former U.S. Consular Officer and is not an attorney licensed to practice law in any jurisdiction; consequently, the Consultant cannot and will not provide legal advice, legal representation, or legal services in any immigration matter. The Consultant is an independent entity not affiliated with, nor acting on behalf of, the U.S. government, any U.S. embassy, or any government immigration authority, and the Client explicitly agrees that the Consultant possesses no special influence and cannot obtain special favors from consular authorities to impact the outcome of a visa application. The Client further understands that all final visa decisions are made at the sole discretion of the presiding consular officer and that American Visa Solutions provides no guarantee of visa approval.

In accordance with the mandates of California Business and Professions Code section 22442, the Client retains a legal right to rescind this contract and receive a full refund of all fees paid if such rescission is requested in writing within seventy-two hours of the contract's execution. For any cancellation initiated after this seventy-two-hour window but at least twenty-four hours prior to the scheduled start of a session, the Consultant shall retain a fifty percent administrative fee to account for case preparation and scheduling costs. Any appointment missed or rescheduled with less than twenty-four hours' notice is deemed a rendered service and is non-refundable. Upon the commencement of specific professional tasks, including but not limited to mock interviews, DS-160 reviews, or the delivery of personalized strategy assessments, all fees are considered earned in full and are strictly non-refundable.

The Consultant maintains an active one hundred thousand dollar surety bond filed with the California Secretary of State, and this bond information is available for Client review upon request. The Consultant’s total liability for any claim arising from the delivery of these services is strictly capped at the total amount paid by the Client for the specific session in dispute.

This agreement is governed by the laws of the State of California, and the Client agrees that any legal disputes shall be resolved exclusively within the jurisdiction where the Consultant is based, regardless of whether the Client is located in China, India, or any other international territory. To ensure full transparency and legal compliance, this contract is available in English and the Client's native language as required by California law.
